The turn signal and brake part of a tailight are on a seperate filament. Also a different circuit. Check fuses and bulbs. Both could be burnt or blown.

it could also be more than bulbs and fuses though. for some reason I have seen a few early 90s gm pickups that have wiring problems in the lights
